SUBMISSION ON PUBLICLY NOTIFIED APPLICATION CONCERNING RESOURCE CONSENT

Brief Description of Application:    Land use consent to demolish and remove historic building


The specific parts of the application that my submission relates to are:

1)    The walls at 8A McDonald Street represent the remains of important historic structures in Alexandra.  
2)    This resource consent application is misleading as it should be an application for a retrospective resource consent to legalize the illegal demolition which has already occurred.  
3)    The extensive demolition work was carried out without approval by the NZHPT (see correspondence included in consent application) and despite these buildings being listed in the District Plan. NZHPT and CODC only agreed to have an internal wall removed. It was very clear that the demolition which occurred was explicitly not consented to by any party, apart from the owner.
4)    The blame for the destruction of these heritage buildings squarely lies with the owner and the CODC who allowed the deterioration and slow destruction of these buildings over the years, and the wilful demolition of these buildings which could have been saved.  
5)    In the last 10 years these heritage buildings suffered arson, vandalism, slow demolition by neglect and massive wilful destruction via a 20 ton digger.  Their remnants should be retained as a monument to our heritage and as a stark remainder that only constant vigilance can halt such destruction.

We strongly oppose the granting of this resource consent for the following reasons:

1)    A retrospective permission to destroy and demolish a heritage building would yet again indicate to everyone that destruction without consent is a viable, cheap option in Central Otago.
2)    This consent, if granted, would certainly not be a deterrent to any person with a similar agenda. Quite the opposite: it would clearly show that breaking rules and regulations pertaining to our heritage and historic buildings is easy, cheap and without consequences to the perpetrator.
3)     According to the correspondence included in this resource consent application, it is obvious that the applicant was fully aware that he was not allowed to demolish the heritage buildings on 8A McDonald St.  He did so anyway.

I/We seek the following decision from the consent authority:

We oppose the granting of this resource consent and instead ask for the following plan to be put in place to allow the partial salvage of these important historical structures:

1)    If it is possible at all, the walls should be re-built with the original stone still present at the site.  If that is not possible than all remains of the historic buildings at 8A McDonald Street should be retained as they are now with special care being taken to cap the ruins of the walls (using material present at site) to stop further deterioration/demolition by neglect.

2)    The council shall impose a 4m wide “no-go” strip (yard requirement) around the remaining walls to protect these from any further accidental demolition through roading/traffic/excavation/buildings/fires etc.

3)    The ruins shall receive professional signs which explain their historical importance and detail the destruction of a protected heritage building by neglect and by active demolition.  Photos of the structures through time, and any other important information pertaining to the site and its surroundings, shall also be made accessible to the public via signs at the site.  The signs shall be planned and executed by NZHPT in conjunction with “Central Stories”.

4)    The applicant shall pay all costs related to this salvage project. He shall further be fully financially responsible for the upkeep of the site and any repairs/replacement of signs or protective structures.
